Client: Orange County Public Facilities and Resources Department
Location: From Newport Beach to San Juan Capistrano along I-5

Project Features:

  • More than 17 mile long Design-Build Toll Road involving significant grading and drainage crossings.
  • First toll road in Orange County requiring water quality control measures.
  • Challenges were to construct BMPs such as detention basins, bio-swales, and compost filters within the right of way boundaries.
  • Special manholes were designed to allow for low flow diversion to the BMPs.
  • First significant application of alternate pipe: HDPE and velocity control rings.
  • Proper erosion control was applied to drainage outlet using impact basins, riprap aprons, grade control, and energy dissipaters.
  • Wetland mitigation sites provided additional opportunities for water quality improvement.
  • Significant technical coordination among the Toll Road Agency, Design-Build team, CDMG, Caltrans, Orange County, and adjacent cities.

WRC staff served in several responsible roles as Chief Drainage Reviewer, Design Engineers (sub-consultant to the prime design firm), and Mitigation Oversight. WRC staff participated in design standard developments which allow for efficient team coordination and reduced both design and review time significantly.
